西部新闻网消息：The Chinese Mechanical Engineering Society (CMES), founded on May 21, 1936, is a national learned organization engaged in the promotion of the art and science of mechanical engineering. CMES was chartered as a legal person at the Ministry of Civil Affairs of the People's Republic of China.
     CMES' major function is to promote development of the art and science of mechanical engineering, organize technical exchange activities, carry out training and continuing engineering education activities, publicize technical information, provide inter-media service, organize technical and trade exhibitions and encourage international exchange and cooperation.
     The membership of CMES is divided into two categories: individual member and corporate member. At present, CMES has over 180,000 individual members including over 3000 senior members, and more than 4,000 corporate members throughout the world.
     The National Congress of Representatives of Members, which is held once every five years, is the supreme organ of CMES. Its major functions include election of the governing council, amendment of the constitution, policy-making on the development of the society and decision on honors and rewards.
      The Governing Council and its Standing Council are the executive bodies of CMES, which is responsible for the decision-making of important issues of the society.
     Under the Governing Council, several working committees are set up to assist the operation of the Governing Council in the areas of academic affairs, organizational affairs, membership affairs, editorial & publishing affairs, education & training affairs and youth work etc.
     The Headquarters (the Secretariat) is the permanent office responsible for the daily operation and management of the society activities under the leadership of the Governing Council. CMES has set up several functional departments at its Headquarters as follows:

     CMES covers a much broader technical area than that of mechanical engineering usually defined. 34 technical institutions and over 300 technical committees have been set up to organize technical activities throughout the country.
      Under the guidance of CMES, all provincial branches are responsible for the professional activities in their respective areas. In addition, there are totally 787 technical committees, 94 working committees and over 500 sub-branches at city and county level under the 30 provincial branches.
     CMES has established working relations with more than 80 technical organizations from 60 countries, and CMES is also the member of 11 international professional organizations.
      It is the fundamental function for CMES to organize academic activities home and abroad. CMES organizes hundreds of various technical conferences & meeting every year, where over ten thousands of papers were presented by over hundreds of thousand members.
     Editing and publishing technical journals and books is the essential and important function of CMES, which is also the effective means to communicate with all members. During the past decades, CMES has published hundreds of reference books of technical nature, technical books and teaching materials. The overall circulation exceeds dozens of millions copy. CMES also publishes more than 60 technical journals and magazine of high technical authority. The annual circulation amounts for dozens of millions. All these have played a very important function in promoting the development of the art and sciences of mechanical engineering.
      Continuing engineering education and accreditation of technical personnel's qualification have been proved to be a very important function for the engineering community. During the past years, CCEEME has successfully accomplished the in-service continuing education programs of seven specialties. Over 20,000 people were awarded the Certificate for Continuing Education, about 240,000 students received single course diploma, about 8,000 students were granted with official diploma of mechatronics engineering for graduate degree and over 2,000 students had been granted with the diploma of industrial engineering for under graduate degree as well. Up to now, CCEEME has established a perfect teaching management system and network in 28 provinces consisting of 34 sub-colleges, over 150 branches and 500 guidance stations.
      In addition, CMES has made remarkable contribution in promoting the accreditation program of technical personnel qualification including welders and non-destructive testing personnel. CMES has been authorized by the International Institution of Welding (IIW) to organize training course for welders according IIW codes and standards, and grant the universally recognized certificate of qualified welders of different levels.
     International conference and exhibition is one of major means of CMES to develop its international exchange and cooperation with foreign counterparts. During the past 20 years, CMES has organized over 800 international technical conferences and more than 100 events of different kinds of international exhibitions. Over 2.6 millions participants get involved in these activities. The China International Industry Fair and the Beijing Essen Welding Fair are the two authentic and influential exhibitions organized by CMES, and are fully supported by various government departments. The Ministry of Foreign Trade & Economic Cooperation and the Ministry of Science & Technology accredit CMES as the qualified fair organizer.
